Penyerahan ini digelar pada Kamis (29\/10\/2026) di Godung HKBP, Laguboti.<\/strong><\/p>\n<p><strong>Dalam sambutannya, Kepala Bidang Pengadaan Tanah dan Pengembangan, Denny Ardian Lubis, yang hadir mewakili Kakanwil BPN Sumut, memberi apresiasi dan terima kasih kepada Bupati Toba atas bantuan Pemerintah Kabupaten Toba kepada masyarakat melalui program PTSL.<\/strong><\/p>\n<p><strong>\u201cBeberapa daerah hanya memberi keringanan 50 persen, ada yang 70 persen untuk pembayaran BPHTB (Bea Perolehan Hak atas Tanah dan Bangunan). Bahkan ada satu, dua daerah yang tidak mau bantu. Tapi Pak Bupati justru bantu 100 persen. Jadi BPHTB-nya gratis. Luar biasa Bapak Bupati ini,\u201d ucap beliau mengapresiasi keseriusan Pemerintah Kabupaten Toba mendukung program PTSL.<\/strong><\/p>\n<p><strong>Bahkan sebagai bentuk keseriusan Pemerintah Kabupaten Toba, di tahun mendatang Bupati Toba, Effendi Sintong P. Napitupulu, menyampaikan akan berupaya menambah kuota bidang tanah masyarakat dalam program PTSL melalui dukungan APBD.<\/strong><\/p>\n<p><strong>\u201cJika memang memungkinkan nantinya untuk tahun depan kita akan support dari APBD menambah jumlah yang nantinya bisa mempermudah sekaligus membantu masyarakat,\u201d kata beliau kepada wartawan.<\/strong><\/p>\n<p><strong>Disinggung soal biaya BPHTB yang digratiskan lewat program PTSL meski berdampak pada penerimaan PAD Kabupaten Toba, Bupati menyebut bahwa keputusan itu dilakukan agar masyarakat mendapat keringanan biaya dalam pengurusan sertifikat.<\/strong><\/p>\n<p><strong>\u201cDari tahun-tahun sebelumnya juga program PTSL ini BPHTB-nya nol rupiah karena kita ingin agar masyarakat mau mengurus sertifikat tanahnya,\u201d kata beliau menambahkan.<\/strong><\/p>\n<p><strong>Usai penyerahan sertifikat tanah kepada masyarakat, sejumlah warga menyampaikan terima kasih kepada Bupati Toba. Warga mengaku sangat terbantu mendapatkan hak atas tanah mereka melalui penerbitan sertifikat dengan biaya BPHTB nol rupiah. \u201cTerima kasih banyak kepada Bapak Bupati. Kalau ini saya urus secara mandiri BPHTB-nya bisa sampai belasan juta, tetapi lewat program ini Pak Bupati gratiskan BPHTB. Jadi saya sangat berterima kasih kepada Bapak Bupati dan juga kepada BPN,\u201d kata Achmad Bastian Hutahaean, warga Laguboti.<\/strong><\/p>\n<p><strong>Hal yang sama juga disampaikan oleh Nelson Sibarani, warga yang turut dalam program PTSL tersebut.<\/strong><\/p>\n<p><strong>\u201cKalau enggak ada program ini mungkin saya enggak urus sertifikat tanah saya karena BPHTB-nya lumayan besar. Nah, ini kan digratiskan oleh Pemkab Toba.
